However, when I am on the road, I have this old Pentium II laptop that won't run Elements very quickly, so I needed a free program that runs on Windows 98 to resize pictures I take while I'm away. I normally use the 'process multiple files' in Photoshop Elements.

The interface is clear and intuitive (with one exception noted below). The smaller copy is placed in any folder you choose. The best thing is that it does not change your original photo. This program flawlessly makes a smaller copy of any photo, or multiple photos.
